The assessment of information system construction and service capabilities includes four capability domains, 17 capability sub-domains, and 47 capability items. The main content is divided into four categories: strategic management, business operation, basic support, and improvement and innovation. The information system construction and service capabilities are divided into five levels, from low to high: CS1 (initial level), CS2 (basic level), CS3 (good level), CS4 (excellent level), and CS5 (outstanding level).
